I've seen many organizational structures that seemed logical, capable, which failed functionally.
Define your organization but don't fall in love with the structure. If it's not working, change it.

It is incredibly difficult for a manager to admit the management structure he/she came up with, is wrong. Deciding which people need to be in which jobs, doing which work, is the essence of management and if you have to admit you did that wrong, how good of a manager are you?
