Mr. Billings is talking about believing you know something you actually don't and certainly acting on misinformation ("what ain't so") is not a good thing.
I think far too many managers do so, far too often.

Maybe the first thing to ask before you paraphrased the quote, would have been, do you know what Billings is talking about? I'll bet many wouldn't have.
